Abstract

With numerous and ambiguous sets of information and often conflicting requirements, construction management is a complex process involving much uncertainty. Decision makers may be challenged with satisfying multiple criteria using vague information. Fuzzy multi-criteria decision-making (FMCDM) provides an innovative approach for addressing complex problems featuring diverse decision makers’ interests, conflicting objectives and numerous but uncertain bits of information. FMCDM has therefore been widely applied in construction management. With the increase in information complexity, extensions of fuzzy set (FS) theory have been generated and adopted to improve its capacity to address this complexity. Examples include hesitant FSs (HFSs), intuitionistic FSs (IFSs) and type-2 FSs (T2FSs). This chapter introduces commonly used FMCDM methods, examines their applications in construction management and discusses trends in future research and application. The chapter first introduces the MCDM process as well as FS theory and its three main extensions, namely, HFSs, IFSs and T2FSs. The chapter then explores the linkage between FS theory and its extensions and MCDM approaches. In total, 17 FMCDM methods are reviewed and two FMCDM methods (i.e. T2FS-TOPSIS and T2FS-PROMETHEE) are further improved based on the literature. These 19 FMCDM methods with their corresponding applications in construction management are discussed in a systematic manner. This review and development of FS theory and its extensions should help both researchers and practitioners better understand and handle information uncertainty in complex decision problems.

Abstract

Purpose – This chapter reviews the provision for freight transport in Shanghai, and makes recommendations for the development of road freight including the aspects of optimizing the port transportation system, strengthening the planning and construction of freight terminals, promoting the formation of a city distribution system, adjusting downtown traffic policies, and promoting the provision of road freight information systems.

Methodology – Based on primary data and observation, this chapter describes the status of road freight in Shanghai and details existing problems. Based on experience elsewhere it then proposes changes in policy.

Findings – This chapter proposes some recommendations as follows: optimizing the collection and distribution system of the Shanghai port, planning, and construction of road freight terminals, adjusting the freight traffic policy in the central area and improving the performance of freight firms.

Implications – These recommendations, based on good practice elsewhere, should both enhance the efficiency of road freight in Shanghai and reduce its environmental impacts.

Value of chapter – The study will help the sound and orderly development of Shanghai's road freight transportation, better satisfy the needs of the people, and promote the development of Shanghai economy.

The new campus of Tianjin University was designed, built and now operates following a green and sustainable concept. The campus’ eco-friendly water environment was formed by establishing a water recycling system. The campus is divided into three drainage sections based on the masterplan. Each drainage section adopts different methods of collecting, utilizing and discharging water according to specific conditions, aimed at achieving both high drainage capability and the efficient utilisation of rainwater. The campus was designed so runoff pollution is reduced through the utilisation of low-impact development methods, ensuring the quality of the recharge water. Through studying the fundamentals of treatment measures and models for simulating water quality, water circulation, constructed wetlands and pollution control of rain runoff, parameters for efficient water recycling could be mathematically forecast, ensuring that stakeholders can be continuously engaged in improving and preserving the water quality of landscaped water on campus. The overall system integrates a variety of measures being implemented into one cohesive entity, which contributes to establishing the sustainable and healthy water cycling system of the green campus.

In Canada, grain handling is an important agri-business that has traditionally been cooperative in nature (for example, Saskatchewan Wheat Pool). At the same time the industry is heavily regulated. There has been a dramatic change in the structure of the industry over the past 20 years and there are currently no major cooperatives present in the market. If the “yardstick effect” hypothesis of the role of cooperatives in an imperfectly competitive market is true, the disappearance of cooperatives could result in the ability of remaining firms to exercise market power over producers. To investigate the impact of changes in ownership structure in the market, we estimated two types of pricing games that might have been played between a cooperative, Saskatchewan Wheat Pool (SWP) and an investor-owned firm (IOF), Pioneer Grain (PG) in the Saskatchewan wheat-handling market over the period 1980–2004, with different assumptions about their pricing behavior imposed. We find that SWP and PG have likely been playing a Bertrand pricing game in the market over the period. We thus conclude that SWP, as the largest cooperative in the market, likely played a “yardstick effect” role in the market.

Abstract

Purpose – This chapter examines how drug prescribing behavior in Taiwanese hospitals changed after the government changed reimbursement systems. In 2002, Taiwan instituted a system in which hospitals are reimbursed for drug expenditures at full price from a fixed global budget before the remaining budget is allocated to reimburse all other expenditures, often at discounted prices. Providers are thus given a financial incentive to increase prescriptions.

Methodology – We isolate the effect of this system from that of other confounding factors by estimating a difference-in-difference model to analyze monthly drug expenditures of hospital departments for outpatients during the years 1999–2006.

Findings – Our results suggest that hospital departments which use drugs more heavily as part of their regular medical care increased their drug prescription expenditures after the implementation of the global budget system. In addition, we find that the response was stronger among for-profit than not-for-profit and public hospitals.

Implications – Hospital doctors responded to the financial incentive created by the particular global budgeting system adopted in Taiwan by increasing expenditures on drug treatments for outpatients.
