Abstract

Purpose

This paper aims to investigate the current state and influential factors in the development of digital literacy of the students in Thailand’s higher education institutions.

Design/methodology/approach

The quantitative research method was applied with a survey conducted to collect information from the target group that consisted of administrators, lecturers and students of 116 Thai universities. Respondents included 81 administrators, 500 lecturers and 1,000 students.

Findings

The findings revealed that 61.73 per cent of the universities set digital literacy as an undergraduate program policy, 30.86 per cent set it as a student development policy, while 12.35 per cent do not have any policy in this regard. In total, 40.74 per cent of the universities establish digital literacy as the required graduates’ trait, and 22.22 per cent establish it as a graduate’s identity. The study of factors related to digital literacy development showed that the respondents see that all of the factors affect students’ digital literacy development at a high level, including infrastructures, human resources, students’ awareness, external environments, development process, university’s policy and academic management.

Originality/value

In Thailand, universities have seen the importance of information literacy development for students at a certain level. However, the concepts of information literacy and digital literacy differ. While information literacy mainly comprises technical skill and information management skill, digital literacy is composed of technical skill, cognitive skill and emotional-social skills. This paper presents the first research on digital literacy development in Thai higher education.

Abstract

Purpose

This paper aims to design a collaborative model amongst faculty and librarian to support teaching and research congruent with the Vietnamese context.

Design/methodology/approach

The mix-method research is used in three stages to (1) study the situation and problems of faculty-librarian collaboration by using semi-structured interviews with 29 participants, (2) survey factors influencing the collaboration from 455 samples, (3) evaluate and arrange the influence level of factors from 18 experts' perspectives.

Findings

The research results show that in order to enhance the quality and gain goals of the collaboration, it is necessary to meet three elements, in which universities must (1) meet essential conditions and factors, (2) identify collaborative objectives and activities, collaborative process/guidelines, and evaluating collaboration; and (3) clarify the participation and support of stakeholders to achieve common outcomes.

Research limitations/implications

This study carried out with representatives for key informant group at four universities in Vietnam, thus, the research results could not cover all current situation of the faculty–librarian collaboration at universities.

Originality/value

This paper provides the detail picture of faculty–librarian collaboration practices and factors having influence this activity at Vietnamese universities. Then, the findings help administrators, faculty and librarians understand and deploy a reasonable plan in accordance with the university's features to enhance the effectiveness and success of the faculty–librarian collaboration.

Abstract

Purpose

The purpose of this paper is to study the factors affecting the development of e-government by using a citizen-centric approach.

Design/methodology/approach

This paper is a mixed-methods study consisting of qualitative and quantitative research. Data were collected from government agencies using a structured interview and questionnaire about e-government services. The research was collected from the people responsible for the management of an e-government project in 75 government agencies. In addition, the researcher collected data from 1,400 citizens by using an e-Survey questionnaire that grouped participants by age.

Findings

By using a citizen-centric approach, the paper identified the factors affecting the development of e-government. There were five factors from the viewpoint of government agencies and citizen groups: quality of e-government services, policy and governance, information technology infrastructure, organization and economy and society.

Research limitations/implications

The research covered the development patterns of e-government for services from government to citizens only.

Practical implications

Seeing the importance of environmental factors for both service providers and service users would facilitate continuous improvement of e-government service provision by government agencies.

Social implications

The results reflect citizens’ need for e-government services; quality is their priority. Hence, government agencies must consider the quality of the delivery of information and e-government services as they relate to the lifestyles and needs of citizens.

Originality/value

The creation of knowledge from merging e-government concepts with citizen-centric principles is a modern government sector management theory. This research stresses the need for the government sector to see the need for e-government and to recognize the factors for its successful development. This means the design and development of e-government services should respond to the increasing needs of the citizens.

Abstract

Purpose

The purpose of this paper is to propose the knowledge management (KM) model of the Thai “One Tambon One Product” (OTOP) community business by investigating the KM practices of the selected five‐star OTOP businesses of Thailand and identifying the KM factors that affect the success of their businesses.

Design/methodology/approach

A qualitative research method was used. The research units were three groups of Thai OTOP Champions with a score of five stars who have become successful in community income building, with national renown and ethnic representations. The research had three phases. Phase 1 was the study of KM practices of top OTOP businesses and factors affecting their successes of these businesses. Data were collected by in‐depth interviews, focus groups, and participatory observations. The informants were the OTOP businesses' administrators, operating staff, and members. Phase 2 involved data analysis and synthesis using content analysis. Phase 3 consisted of the development of a KM model for top OTOP businesses based on the results of Phase 1 and KM theories. The model was confirmed via a seminar technique and expert knowledge.

Findings

The findings lead to proposal of a KM model for top successful Thai OTOP businesses, with the following components: KM processes propelling the process of OTOP business management, and KM success factors including leadership, organizational cultures, man, and knowledge/intellect.

Originality/value

This research has developed a KM model for community business, which is based on the practices of successful national businesses. Therefore it can be applied for the management of any OTOP business in Thailand.
